HONGKONG. 4th November, 1914.

With reference to my confidential despatch of the 14th October and to my confidential despatch of even date, I have the honour to report that the decision to deport or intern all German and Austrian subjects has necessitated the winding up of all the German Firms in the Colony.

The only arrangement in this behalf that I could devise was to place the liquidation in the hands of British Mercan- tile firms or Chartered Accountants. In one or two instances firms of Stockbrokers have been employed.

I enclose for your information a copy of the letter

of instructions issued to liquidators and a table giving the names of the German firms to be wound up and of the firms or persons appointed to effect the liquidation.

3.

Legislation to govern the liquidation has already been passed but as further legislation is necessary I prefer to defer sending you the Ordinance until I can send the whole of the legislation together.
